This plan will serve as a roadmap for future investments, redevelopment opportunities, and community-focused improvements designed to make downtown Pickens an even more vibrant place to live, work, and visit.

Project Overview
The Downtown Master Plan will focus on:
- Identifying redevelopment opportunities, particularly for vacant downtown buildings
- Enhancing Main Street and surrounding areas
- Creating more pedestrian- and bike-friendly spaces
- Expanding public gathering areas and outdoor spaces
- Strengthening the commercial district and business mix
The goal is to position downtown Pickens as a thriving destination that encourages residents to stay, attracts new visitors, and supports long-term economic growth.
Scope & Deliverables
Selected consultants will be responsible for developing:
- A comprehensive Downtown Master Plan
- Executive Summary
- Vision Statement
- Implementation Strategies
- Cost Estimates
- Final presentation to City Council
Evaluation Criteria
Submissions will be evaluated based on:
- Relevant experience with similar projects
- Ability to meet project timelines
- Communication and collaboration approach
- Engagement with community stakeholders
- Proven performance and references
- Ability to deliver within budget
Project Timeline
- April 2026 – RFQ Issued
- May 13, 2026 – Submissions Due
- May–June 2026 – Review & Selection Process
- July 2026 – Project Kickoff
- December 2026 – Project Completion
Funding & Compliance
This project is funded in part by the Appalachian Regional Commission (ARC) and will require compliance with all applicable federal regulations, including:
- Registration in the System for Award Management (SAM)
- Adherence to Equal Employment Opportunity standards
- Compliance with the Civil Rights Act of 1964
