JOB SUMMARY
The City of Pickens is seeking a detail-oriented, dependable, and professional Finance Clerk to join our Administration team. This position performs a variety of accounting, payroll, utility billing, accounts payable, accounts receivable, and financial reporting functions that support the City’s fiscal operations.
The Finance Clerk serves a critical role in maintaining the City’s financial records and ensuring compliance with accepted accounting standards and governmental reporting requirements. The ideal candidate will possess strong accounting skills, exceptional attention to detail, excellent customer service abilities, and the ability to work effectively with city staff, elected officials, and the public.
ESSENTIAL DUTIES & RESPONSIBILITIES
- Prepare accurate financial statements in accordance with Generally Accepted Accounting Principles (GAAP)
- Assist the City Administrator in managing City funds to ensure safety, liquidity, and the highest possible return on investments
- Transfer funds between accounts as authorized by the City Administrator
- Maintain adequate internal accounting controls
- Prepare monthly bank reconciliations
- Apply GAAP and Governmental Accounting Standards Board (GASB) accounting principles
- Manage accounts payable functions, including matching purchase orders and receipts to invoices and processing payments in a timely manner
- Process payroll and prepare all associated payroll reports and tax filings
- Verify employee time records and prepare payroll checks and direct deposits
- Prepare annual W-2 and 1099 forms
- Process workers’ compensation first reports of injury and gather required documentation
- Assist with annual budget preparation and financial planning
- Assist with annual audits and audit preparation
- Monitor and manage grant reporting and compliance requirements
- Work professionally with residents, visitors, elected officials, and city employees
- Communicate effectively in person, by telephone, and through written correspondence
- Maintain compliance with City policies, procedures, and workplace safety requirements
- Perform other City-related duties as assigned
MINIMUM QUALIFICATIONS
- Associate degree or Bachelor’s degree in Accounting, Finance, Business Administration, or a related field; or an equivalent combination of education and experience
- Minimum of three (3) years of accounting or finance experience
- Strong understanding of accounting principles and financial reporting
- Proficiency in Microsoft Excel, Microsoft Office, Microsoft Windows, email systems, and internet applications
- Ability to maintain confidentiality and handle sensitive financial information
- Strong organizational, communication, and customer service skills
- Valid South Carolina Driver’s License
- Ability to successfully pass a background screening
PREFERRED QUALIFICATIONS
- Experience in governmental accounting
- Knowledge of GASB standards and municipal finance practices
- Experience with payroll processing and financial management software
- Experience with grant administration and reporting
- Notary Public certification or willingness to obtain certification
